Philip K. Howard argues "The abuses of rogue police, teachers who won’t teach, and other indefensible public union controls cry out for constitutional redress."
(I mostly agree, but I would contend that caution should be exercised in making changes. Police and teachers--especially nowadays--are probably among the very top professions subject to unfounded complaints and criticism.)
