Playing devil's advocate, I would say however that for some jobs where the *potential* responsibility on the job is much greater than the *average* responsibility, you want very good people, not just someone who's at the margin of accepting-not accepting the job.
For instance, I'll happily pay higher school taxes so they can hire very competent people as bus drivers, over-paid, but who have spotless records and take their job seriously. Of course, in reality there is a union and I don't think it works that way, but that's a different debate... (maybe not)
