Listening to the radio, this change in policy was prompted by nothing, but the desire of the superintendent's desire to flex his authority. He should learn a little managerial skills, recognizing that if you treat people like adults, they'll act like adults. Treat people like children and they'll act like children. If you put out the standard that all expectations will be explicit, then be prepared for the odd things that happen for things that aren't explicit.
The funny/sad thing about this is that at least one of the provisions is NOT enforceable. How are you going to very someone is wearing underwear? I cannot see through outerwear. Can he? Is he going to make it so that at any time a school principal can make a man drop trou or a women hike her skirt?
