Too many murderers live there?

Briefly, the problem is the existence of an antisocial, misanthropic culture which glorifies crime, criminals and single-parent families, and degrades good school performance, reporting on and testifying against criminal conduct ("snitching") to persons and property, and a positive work ethic ("you're a chump to work at McDonalds"). This culture just happens to be particularly strong in Chicago; it exists within every urban community.
