Not unintended. Invisible rules affect the poor, enable community organizers to stir up trouble, enrage the class warriors. Completely intended.

When they do help the poor (think Community Reinvestment Act) and the SHTF, they get sued by the very entity that demanded they serve the poor. It's a lose lose...

I have to agree, these things are well known, they are no unintended consequences. These people really want to create a dependent underclass and destroy the private economy as much as possible.
