Move from fee-for-service to fee-for-outcomes perhaps?
MRI is a service (quite expensive) but is not an outcome.
Would love a data file on if the better-insured spend more (at doctor's prompting) on no-outcome diagnostics. Not versed enough to definitively know, but wise enough to suspect.
