Regarding the Congress making the Army buy tanks it doesn't need or want, this is not really news to anyone. Congress does this all the time - unneeded ships for the Navy and unnecessary planes for the Air Force. Many in Congress will complain that the Federal government should operate more like a business, with more efficiency and flexibility, but most businesses don't have a board of directors forcing the company to spend money on things it doesn't need.
