At one point, a French operating firm tells California that it could probably shave about half the price off of its proposed high speed rail. It is unlikely that they will get this chance. The contracts for design and project management have already gone to a transit construction company called Parsons Brinkerhoff. Jeff Morales, the current CEO of the California High-Speed Rail Authority, was a senior vice president with Parsons before going to work for the state.


This company was brought in as management consultants where I worked. There position seemed to be, tell us what you do and we'll tell you how to do it better. Bullshit.
I know I've said this before but I'll cite Heller's Law again: The first myth of management is that it exists.

Always remember that the original NYC subway was built as a business venture by August Belmont. At which he succeeded...until the politicians saw that he was making a profit and horned in.
Eventually Belmont's heirs gave up and ceded their rights to the city. It's been downhill ever since for the subway. Incentives matter.
