I blame Prop 13 for a number of things, but NOT this.
I blame Prop 13 for the number of local rent control ordinances which were adopted after rents soared despite the large property tax cut.
I blame Prop 13 for doing nothing to protect renters from being taxed out of their homes while claiming to protect people from being taxed out of their homes.
