This site cautions about the representativeness of its data but based on it what reports, North Carolinians are paying one of the highest average credit-card APRs in the country. And Michigan residents seem to be paying, by far, the lowest rate.

The site claims it is tracking about $2.5M. Credit card debt per user tracked seems to be in the mid-4-digit range. Call that $5K. So 500 people are participating; about 10 per state. Totally not representative - I wouldn't be surprised if some states are represented solely by people who know each other.
